The first thing I would check would be whether deleting the DCF file from the WinCC project improves the situation, as sometimes an inconsistent DCF file can cause a slow start Runtime:

Update the configuration file of the WinCC project (delete DCF)

It could also be that there are blocked SQL Server connections still in SQL Server that have a negative effect on the performance:

Also you should not use a tool large archive configuration and too many single segments.

If you give us an example with WinCC Version and which Archive Configuration you use we could probably tell more about it
