Hi,
Just want to report; yesterday my customer installed successfully TIA V14 SP1 on Windows 10. When TIA opened, he got the same message: "Automation License Manager" Service has not been started! Please start the Service, but the Automation License Manager Service cannot be started at all.
After reinstalling the ALM V6.0 SP1, problem solved.

For anyone suddenly face this issue after updated the windows

Find the actual ALM service folder from 

services.msc
 

Windows Security > Virus & threat protection > Manage settings > Add or remove exclusions

Select the Siemens folder 

C:\Program Files\Common Files\Siemens\

Done

In my case, reinstalling the ALM did not resolve the issue.

I looked through the Windows Even Log, and noticed that the service stopped running after the latest Windows update was installed. I rolled it back, and it allowed the ALM Service to run again. 

An error occurs when opening ALM

The "Automation License Manager Service" has not been started! Please start the service.

I have tried to reinstall ALM and add it to the exceptions list as suggested above, on the anti virus. Those 2 things didnt fix it. Uninstalling the last windows update fixes it but breaks again when the update retriggers. 

Our instance of Automation Licence Manager is having the exact same issue as others have described. It started happening after the Windows 11 24H2 update KB5058411. It cannot be the anti-virus as our 3rd party solution (ESET) is not restricting it and Windows Security is disabled when a 3rd party solution is installed. It's also sporadic, with enough reboots/service restarts it will start working again.

I can confirm also, that the idea of re-install the ALM for newest version helped me in this issue.

Right now the service “almservice” is not restarting, as it was anytime I needed to view any blocks in TIA Portal v16

Same issue started two days before "Automation License Manager Service" has not been started! Please start the Service" .

I have uninstalled and installed all my software's but didn't work.

After updating my automation license manager 6.0 to Automation License Manager V6.2 _SP3  the issue was fixed.

PS - if anyone were unable to download the ALM from the link supplied by qwazee using MS Edge, then try using Chrome.
