check the detailed logfile
uninstall all existing VC Redistributables and try the install again after a reboot

If you launch File Explorer using the same local Admin account used to install TIA Portal V17, you can type this in the address bar of that "admin" File Explorer to find the Temp folder where the installation files were stored:

%temp%

The detailed installation log files are not generally stored in %temp%\..., and instead, are typically found here:

C:\ProgramData\Siemens\Automation\Logfiles (a hidden system folder requiring Admin rights to access).

FYI, the easiest way (for me) to launch an Admin File Explorer is:

Type in Search box=> Explorer.exe

Click "Run as Administrator" option that appears right after you type the last "e".  Enter the same account (with local admin rights) used to install TIA Portal

The above "c:\...\Logfiles" folder contains lots of logs.  You will want to sort by date (descending) to find the latest *.log files - from the last Siemens TIA Portal install attempt.

After reviewing the more detailed log(s), you may have a better idea what is causing problems.

Error 1603 means: some portion or portions of the installation failed.  To find out why, check the log files (that is what Siemens Installation documentation says - I paraphrased to hopefully save you from actually needing to find / search / read the install docs).

If you are not using OPC, you may find after you install the latest V17 update, you can use all the features you want and/or need of V17 despite those installation errors.

I have at least one TIA Portal version that "failed" to fully install, yet I can do everything I want and need to do with that portal version.

Probably related to previously installed redistributable runtime libraries interfering with portal's attempts to install something already installed, but once I found I could do everything I needed/wanted, I stopped caring.

Perhaps you will find yourself in a similar situation of "not caring" and not impeded in any way from doing what you need / want to do with V17.

Search that log for "unexpected error" to find out the problems to address.

I only looked maybe 10% into it to make sure it had useful information.

Message Queueing windows component needs installed.

Some local windows DCOM settings need adjusting.

Ignore WinCC related entries as there is a *newer* version of WinCC already installed, so it will always fail to install a lower WinCC version.

Simatic Manager was apparently running during the V17 install, and V17 requires closing Simatic Manager.

I assume you can find the errors and the preceding lines right above the found "unexpected error", and perform the required tasks.  If I am wrong, you can often show your company I.T. admin / support people to help with those you do not understand.
