Verify that the Windows user account used on the Engineering Station (ES) also exists and is valid on the Operator Station (OS). Both systems should have identical or recognized user accounts, and none of them should be corrupted. If necessary, delete the user account on the OS and recreate it.

Make sure the PC name being transferred matches the OS server name; a mismatch can cause download failures.

Next, open Services.msc and restart the SQL Server (MSSQLSERVER / WinCC) services.

Finally, test the OS installation and database by creating and starting a new project directly on the OS server to confirm that the environment is functioning correctly.
