want to use the OB35 with 100ms

what if the both counter measure proposal is not acceptable? 

I mean cannot implement it due in PCS7 we want to use the OB35 with 100ms, 

already tried to distribute the block into different OBs, 

what about block? any experience if block causing this issue?
