We are using digital outputs to control a motor and there are four outputs per motor. For example:

Q1 = Speed 1

Q2 = Speed 2

Q3 = Speed 3

Q4 = Off

We are trying to design to have four inputs so when I1 = high we need to set Q2,Q3 and Q4 to low and Q1 to high. I2 needs to set Q2 to high and Q1,Q3,Q4 to low and so on..... 

What's the easiest way to accomplish this scenario ? One issue would be that an input cannot be set to low when it has been set to high but we are going to use flags will that solve the problem ?

Since you have to work with edge-triggered RS modules. If one output is set, the others are reset accordingly.

Panterlo you must give all information, now i can see 2 different ways:

Ella_68 your program will work great as Panterlo said but you have done with switch input.

Panterlo don't tell us how digital inputs will be controlled and it's very inportant via switch (then your program Ella_68 will work great) if Panterlo controll digital input via momentary push buttons (then your program not work), then need do like this little bit erase your program:
