no problem to do but good programming knowledge with Android Studio (my case) and Java programming language is expected, simply this is same situation like you want create some PC app with other higher language like C++ or C#. It is quite hard task to solve but I did this some years ago with quite good results, also some Topic here is somewhere with also screenshots and video. It is easy to start investigate on Java programming with TCP stack problematic and then correctly aplicate this on Android dev SW. Tutorial? It is impossible to show that because this isn't like a cooking the sup or meal. Many different cfg options depended to your Android OS and very specific options are existed and are usually hard to solve. Pls try imagine how you want connect your Android app to S7-1200 for first With this your idea you can then create your app and with suitable HW, network type. My Android Studio prj little screenshot from definition of my mobile screen is at attachment but this is 1/10 of prj solution, program code is that big part of prj and most hard to do.

Little important update. My app is simply what I need have for general tests and access to devices, it isn't only to PLC. It is simple TCP Client what also means that TCP Server is expected to be working on other side with IP and Port available, we can say on PLC side generally OUC via TCP. Your app can have other GUI of course, depended to your requirements.

The same webpage could be integrated in to android app if you want.

all depends to app usage expected. In case that Web Server isn't available on PLC, it is big problem. Look at my app as example, it is like Hyperterminal on Android or Hercules app and can be used also with any ETH/serial device (PC also) or with also S7-200 PLC via RS485 serial port, with suitable ETH/serial converter, working perfectly, is very handy. All is simply expected to do correct data exchange interface on other side like own user defined protocol. He needs take to account if his app is only one device usage expected and if Web server is available. next is required to prepare web page with data exchange. It is easy basic solution from first quick look but all other things play here a role.

very sry for that but you can easy download Yusuf's prj inside his Youtube video page. I think his prj is best to learn how to do that, also with external Modbus library implemented, what is also good example.
