The safe state does not mean stopped but that is certainly one example of a safe state. What they mean is the stuff wired and connected to the plc is in a safe state for the plc to stop running the plc program. For example, if it is a furnace, you would not want the plc operating the furnace and suddenly insert the memory card because the plc will enter the stop state and the furnacewill suddenly have no program controlling it. When you insert the memory card, the plc will enter the STOP state immediately. Just be sure nothing bad can happen before you insert the memory card and the plc stops running your program. Outputs will revert to their 'OFF' state as per the output configurations in the running program, and that may or may not be inherently safe.
