Try not to install DCC or CFC when you can select what to install in Starter install selection.

About Windows version it can help to run the setup.exe as administrator and/or change the setup.exe file to compability mode as "windows 7" i.e.

Check if the compatibility mode (ppm --> properties --> compatiblity mode) is not preset on the .exe. 

I've run into similar situation where some compatibility mode was set which was incompatible with the program.
