In SQL Server Configurator Manager, you have to change the value of IPALL (TCP Port)  slot to 1433 and then restart the service

In my case, I fixed the problem with the mehod 1 of the previous link

CMD (Adm)

mofcomp"%programfiles(x86)%\Microsoft SQL Server\150\Shared\sqlmgmproviderxpsp2up.mof"

and then change the TCP Port in IPAll to 1433 ( SQL Server 2019 Configurator Manager )

(Firewall rule added with permission to TCP Port 1433 as well)
