Why some EM cannot be removed?

E.g, these are complete unneeded in my project (no DMS), but they are not in the remove list and I can not remove them: ------------------------------------------------------------------------------------------ Split from Remove Unused EM from CC project.

Since you most likely do not want to install unused extensions on the actual project server, it is recommended to use an engineering machine for this task. In other words, create a backup, restore it to an engineering machine where these extensions are installed, remove the extensions from the project, and then restore the cleaned-up project to the customer server.
