SIRIUS SAFETY RELAY min operating current

Hi,

I want to use

SIRIUS SAFETY RELAY STD RELAYS 3NO+1NC

3SK1111-1AB30

Operating current at 17 V minimum = 5mA where as

Control supply voltage at DC = 24VDC with Operating range factor at DC = 0.85 to 1.2

24DC at 8.5% = 20.4VDC, then Operating Current given for 17V = 5mA.

can any one please explain why it is given for 17V where as Min Operating range  = 20.4VDC?
