What is the main reason why passwords don't work?

Yes, it works on simulation but do not work on Realtime. And also, pwd file never download due to memory issue. what's the main reason to not work passwords. what should I do irrespective of the solution of storage card. Is the pwd file is the main problem.

Saying "Simatic Manager" is not as helpful as you want it to be. It is like saying you work with "MS Office" to describe issues with Excel.

To help the volunteers assist you, I guess there are some things that they need to know. Please could you state the following: 
+ Which type of operator panel are your using?
   (part number, firmware version)

+ Which Engineering software is used?
   (WinCC Flexible / Protool / TIA Portal WinCC / WinCC Scada)

+ Screen captures of which processes you do when loading the operator panel.

so it seems you are using WinCC flexible. There you would have to activate "Overwrite password list" when transferring the application to an HMI device.
