My general understanding is you need to self-certify everything yourself (which might involve bringing in an outside company with equipment and expertise to perform required EMC measurement and analysis), or rely upon OEMs who have self-certified their equipment as well as provide instructions for installation and use that maintain those self-certifications. Provided you have the required documentation, and follow it, you can then use the manufacturer's certifications and not need detailed information about the various components used within the overall system. If others with more intimate knowledge know I said something incorrect, please speak up and let me know.
