Just to make sure: XML won't connect as long as Profinet is connected.
You could try the reset to factory in TIA. Available in the online diagnostics of the device.

I tried this on another device without a WBM password, but even though I received a done signal with the Set parameter, the antenna power from the WBM did not change. I tried to save it to permanent memory with config write because it was temporary and I couldn't run the config_write block, thinking it might not work. I got the E6fe_0300 error.

How did you validate the antenna power change?

A permanent change needs to be done in the WBM of the reader.
