im having an issue where i can download an OS project from the ES to the OS it transfer all the necessary files and then try's to open, where it fails with the following errors 

“An error occurred. check the "WinCCOM.log” log file for more details

the project could not be opened

Database context does not exist or is invalid"

currently all group policys are windows default and the user opening the project is part of administrators, Simatic HMI and Simatic Net.

when i try to open the project locally I cant due to access permissions, any ideas why an admin does not have permissions to open Wincc Runtime?
