more cfg options are required to set correctly so I linked here some PDF about module cfg, diagnostic:

The first idea was so you have wrong Slave address set on module rotary switches and same value at cfg on TIA. What is also missing at your screenshot is Rack and Slot value so you probably did cfg of module.

hard to say where the problem is. Ok, you said you have some tests with Mitsubishi PLC and it is working. What you did on Mitsubishi cfg you have correct functionality?Settings values?

I see speed 6 Mbps, it can be better to test lower speeds as start condition, just for sure, I think 1.2 is quite enough to my experience, also with more I/O signals as I expect you have. What are your I/O slots defined for data on this Slave? Download to S7-1500 was full and ok with no any warnings messages during prj compilations? Looks like your description till this time is soehow strange (exclude module,...) because as I said, there are more cfg options you need have set correctly. I have more similar modules (interface couplers from Wago, ...) and they are working without problems. Again pls, you have some cfg error there what is strange because in case you have this error during prj compilation, I don't expect then possible cfg download to CPU.

ok, ZIP please JPG screenhots also from PLC DP port cfg to see something specific maybe. Just one thing I forget, did you see my link to PDF because there are diagnostic description about maybe LEDs on Slave or other things, so you can maybe better check options. You can also include in screenots (ZIP-ed) real of actual Slave LEDs or look at this device so we can take a look at this.
