Maybe after all there is one suggestion that can help bring more members to contribute.

Create an entry (conference) with the title.

                                                    " Please help me - I am new "

This conference should have the following attributes..
* Top most conference.

* Posts controlled by the moderators

* Have pictures + text  in posts explaining how the forum works.
  Examples:
 - Where can I publish my question?
 - How to publish a question?
 - How to use the Personal Message service responsibly?
 - ...

Remember that technical people do not like reading and many members are not native English speakers. Postings will have more success if there are screenshots to guide users.

Some bonus attributes..
* Even if the moderators control this new conference, users should be able to make suggestions on how to make the entry better (like the FAQs) or be able to contribute (Wiki) new entries in a controlled way.

Motivation:
As seasoned forum members we forget how difficult it can be for new users to start using a forum. If help for using the forum is not easily available then the forum cannot hope to be used properly.
