I need to add a Sequence block and FB to a program. I'm using S5/S7 for windows. 

If existing program is running  in an s5 cpu you need s5 software, if it is running in an s7 cpu you need s7 software.

You write in s5 conference so i suppose you are working with an s5 cpu, in this case instruction to add an FB are in this manuals (part 2):

SIMATIC STEP 5 V7.2 Programming and operating manual

if you need info about specific cpu you can search here.

Siemens have also a tool for sequential control programming called GRAPH5, manual can be found here.

Your question is too generic, if you need more info please ask again.

 As  "Mindwrae" said you need use GRAPH5 to add SB, as I know "S5/S7 for Windows" ( I use it as well even I have STEP 5 V7.x) is not officially Siemens SW. I think you can add FB but not SB.
