"PLCSIM is not active"

Dear Siemens Team,

Have a nice day, 

I have also problem when i try to connect the TIA professional V13 sp1 with PLCSIM , as you see in attachment photo there said that the PLCSIM is not active so please advise.

Please note that: 

1- the PLC in TIA & PLCSIM is same type: 1200 

2- the IP address in TIA & PLCSIM is same 

3- i found the problem when i put Download to device
