I have plc 6ES7214-1AG40-0XB0 and TIA V.12

When time I try to add HSP0276 in SUPPORT PACKAGE appeare the error I use from file system.

I attachment this picture for explain the error 

please help me to solve this problem

this HSP is for TIA Portal V15.1 ore above and can not be used with V12!

Can I write program in TIA VER12 FOR THIS HARDWARE?

Although, I cant find this hardware in list of library.

from the Release informations of PLC:

Compatibility of the Hardware and Software

AnS7-1200 CPU V4.0 is (spare-parts-) incompatible with anS7-1200 of Firmware V3.0. An existing S7-1200 project, created for Firmware V3.0, can continue to be used on a CPU V4 after compiling the project (error-free) with the engineering system STEP 7Basic / Professional from V13.

from the Release information of modules:

The innovated signal modules (6ES7 2xx-xxx32-0XB0) replace the previous signal modules (6ES7 2xx-xxx30-0XB0) and are spare-parts-compatible with them. The revised modules can be used without changes in place of the previous signal modules.

so yes is possible to use the modules with V13.

You create a config with thew older modules and download it to the PLC.
