I have 2 motor. and first motor has a encoder. and it is master and operator can change speed with pot. and second motor has a encoder. we can be change speed of motor 2 with analoge voltage in drive.

how can I synchronize in speed mode for 2 motor ?

I will connect encoder_1 to (HSC_1) and encoder_2 to (HSC_2) in PLC s7_1200

I access only 2 encoder and 1 voltage analog for drive 2.

speed_1==speed_2

How can I set speed of motor 2 same speed of encoder 1 with high accuracy.

There are some information that is lacking that influences the answer to your question:
* Which drives/motors are used?
* Are motor1 and motor2 under control of the PLC?
* Are drives for motor1 and motor2 in the same cabinet?

The first choice (for me) is to look for a method that synchronise motor2 with motor1 by configuring the drive of motor2. One idea would be to have an analog output from motor1's drive link to the analog input of motor2's drive. Second idea would be to feed the motor1 encoder into the drive of motor2.

These ideas are only possible depending on the drive type available. Having the PLC as man-in-the-middle is possible, but is less accurate. This is less of a problem if motor1 is normally running at a constant speed.

What are your thoughts.
