"The connection to the target module cannot be established"

Hello Everyone,

I am unable to download the Simatic PC Station to the PLC. it is showing a message "The connection to the target module cannot be established".

After adding the WinCC application and IE General to the Rack I have created the S7 connection between IE general and SIMATIC 400(1)/CPU 410 SMART in NetPro. I have set the PG/PC in TCPIP.Auto.1 and put the same IP address, subnet and MAC address to the Ethernet interface of IE general as my desktop and save_and _compiled with no error message. 

now in the SIMATIC PC Station Hardware configuration window when I try to download to the PLC it shows message "The connection to the target module cannot be established".

Please guide me as I am trying to learn and using the SIMATIC Manager first time.

Now I hv understood that the Simatic PC station does not need to be downloaded. i am using the same ES as OS so I just have to configure the Simatic PC Station then create the S7-connection between the IE-General and PLC in NetPro, and configure the station manager.
