Advise for S7 Upgrade for Discontinued

Hi,

Currently I am involved in an “Obsolescence Project”, meaning upgrading  control system hardware that is obsolete and spares are no longer available.   The vendor for a particular scope of the project dealing with Siemens based control panels is recommending that almost all the component be replaced, due to their lifecycle either being obsolete or active/mature. Part No below

This is a two part question:

Part 1.

1. PLC & HMI, while I could see possible value in upgrading the HMI (1) and PLC (2) along with Step7 Software version.Reason being site personnel or maintenance may have trouble replacing these components with current version if they failed.
2. Communication cards, while the part numbers may have changed, are basically the same and could be replace upon failure by site maintenance.
3. Power supplies, I see no reason to throw out perfectly good PS to be replaced with identical units different part number. New replacements when required can be handled by maintenance.
4. Rack, this one baffles me, the SIPLUS rack in question is based on ES part which is still ACTIVE. Only difference between the old and new is it is aluminum.

What are your opinions on replacing?

1. PLC & HMI
2. Communication Cards
3. Power Supplies
4. Rack

1. Panel and equipment condition and environment are VERY GOOD.
2. Budget is a big concern for the client.
