OB23 is used to detect errors when they are related to the user program ie. sometimes you may be accessing analog cards for example using L PW xxx or T PWxxx and atsome point those modules are not ready to respond for some reason either module fault or voltage missing so the instruction PW in your program would trigger the OB23. In other situation where you use an IM 308B/C as a profibus master to some drives or ET200 and the IM 308 is loosing one of the stations that the CPU is trying to read in this case a QVZ is initiated and also OB24 would be triggered. Also as far as I remember the accumulator 2 low byte would hold the address of the module that initiated the fault in hex value.
