ACS Tool has per default no password for the "User view" defined.
The password for "Operating", "Maintenance" and "Administration" is given by the user [Tools - User view passwords ...]

So if you can not access ACS Tool by just pressing Enter on the selected View, someone else has defined the password already and then, you need to ask this User for the password.

I know, that Synco controller can be accessed by ACS Tool (and OCI700), I don't know, if you can adjust the programming of it?

And I know, that ACS Tool is keeping its User View passwords even if it is new installed/updated. So in your case, there was probably an installation of ACS Tool some time ago and now, the old passwords are still active?

In my opinion, only a Siemens ACS Tool expert can help you in this case ... I would create a Support request and then, this request will automatically find it's way to the responsible expert:
