We were changing firmware versions on all of our Step 7 processors and within my company, the approved version is 3.2.10.  While I understand there are a few later versions, we have to be 3.2.10.  I am not sure how it happened, but I noticed that one of the CPUs that we have was version 3.2.11 so we decided to downgrade to 3.2.10.  We updated the FW and whenever it said the transfer was complete, all of the lights on the CPU went solid and stay solid.  We reset the card with a PG, tried to reset the CPU, but everything stays solid.  Is this the sign of a bricked CPU and if it is, why did it happen?  We have downgraded before with different versions, but this is the only time we have tried to go from 3.2.11 to 3.2.10.  Thanks for any assistance

on the moment it looks like a crash in teh PLC FW.

Have you try to insert a FWCard with FW 3.2.11 again, if the the PLC perform the Update an runing agein with FW 3.2.11?

I had almost the same scenario.

I can´t get online too. When all LED stay solid it means that the CPU is going to start. In short intervalls the LED went off for short time and went to solid state again. It seems like it had problems to boot. I recomend you to contact Siemens directly and open a Service Request.
