To my knowledge there are still no automatic conversion softwares between say a Controllogix project and a S7 platform. It is still something that must be done by someone that unerstands both programming environments, their peculiarities and the way to make the control similar once the migration is finished.

This Siemens presentation (from 2016) examines various alternatives for migration or integration of Rockwell PLCs to S7, to be prepared (for a price) by Siemens personnel.
