An Error occurred while downloading to the target system. SQL server cannot access database

I'm sure there are many users that have experience the problem :

An Error occurred while downloading to the target system. The project could not be opened. The SQL server cannot access database. Please check access rights.

I was battling with this problem while working with PCS7 V8.0 and Using Windows 2008 Server SR2 on both my Engineering Station and Server.

I have compiled a document on how to overcome this problem.

Dear Bilal,

Indeed a useful document. I have solved the problem for one of the OS server downloading. However in one of the server in my plant, the same error is still there since EWS is not able to open the project. Even I tried to open the project locally but not succeed. The error is coming on OS server as "The project is not open". Please advise the solution for this.

Hi All,

I have faced the Same issues. But, I didn't take this make risk to resolve it.

As I understood, it happened because of that,

There was an Active project on the Server, I Deactivated the project and tried to download to the same path. I had done changes only compilation. But, It was asking Entire download to OS Server. 

I could download to Server standby without error. But, When I downloaded to Server I faced this Error.

The reason was, The Archive manager (Tag, Alarm, UA) not disconnected from the SQL database completely. So, It wasn't allowed to overwrite the files with a new timestamp.

Then, I did the following changes on the OS server. Then, I could download easy

1. Took archive backup of running program folder on Server

2. Did "Reset_WinCC.VBS" one time

3. Deleted the WinCC Backup folder. (Not complete path, Just the Program folder)

4. Then, Started the downloading of new backup again from ES,

It was successful.
