That is indeed how it works in practice, it's just odd to me since you need 16 bits to represent that whole range. I'm probably just nitpicking here, and there is actually some other scaling going on before I see the Dword value, probably for interoperability between all the AI modules or something.

I'd say it's cleaver. You do not need to bother yourself what is actual AI/AO resolution. And this is achieved by simple left justifying.

I have done the extended download several times. Pings to the HMI and PLC are all good. I get the option to "Overwrite if objects exist online?" and I always choose "Overwrite All", but I have never seen the options "Do you want to overwrite existing user administration data of this HMI device?", or "Do you want to overwrite the existing recipe data on this HMI device?". The same warnings remain after extended download. There is no reason for these warnings to exist that I can see. Runtime and firmware are version 14.00.00.00_31.1
