I am trying to assign the profisafe address to F modules without the TIA portal.

Is there a way to accomplish that with the SIMATIC Automation Tool SDK? 

Another way could be to use S7-FCT?

it also depends on which f-modules you are using and how they are configured.

S7-FCT e.g. will only work if the modules like ET200SP were configured via GSDML file. If they were configured via integrated hw-catalog, S7-FCT won't work.

So, there are too less information to answer appropriately.
