I searched a lot on the internet for a solution to connect c++ and TIA portal in a simple way can I read/write data block variables using a small c++ application please help

Its not clear, what you want to do.

do you want to get access to a running PLC with C++. then look for example at snap7 (http://snap7.sourceforge.net/) or do you want to get access to the engineering System to automate your eningeering from "outside" then you should get Information about TIA Openness.

if you use Simatic WinAC ODK (Open Development Kit) you can develope an ODK application in an environment for C/C++ programming such as MS Visual Developer´s Studio.
