i did not realy see the problem. Does the panel not start?
In the pdf file there are two screens but what should they show?

then freezes on the second screen (simatic)

what means "The result was Not good". Does it work ...did the Panel try to make the update. Be shure that you have selected the option "reset to..." and boot the Panel (look the screen in the attachment). When this does not work then you should send the Panel to the repair center.

there will be a function of resetting the Basic PAnel 2nd Generation with USB stick and Recovery Software. But today its only written in the new Version of the Manual.

But the Software you need is not yet availabel at siemens so far.
