I have the same problem, but I tried disabling the antivirus (AVAST Antivirus) and the windows' firewall. I check the configuration of my LAN card, it's Intel (R) 82574L Gigabit Network Connection. This configuration is set on TIA Portal. I can flash the leds of PLC but I can't go online or download the program.

• what TIA Version do you use? Is it the actual update/ servicepack?
• you can ping the S7-1200? Do you see the PLC under "Reachable Devices"?
• can an IP conflict be excluded? if another device has the same ip, you can not go online.
• is the plc version online and offline the same?
• ...

do you get Error Messages if you want to go online?-> Got to Online and Diagnostics and define the Access at "Online Access" and try to go online here.
