Does SIEMENS support any new modules to be as DNP master in the S7-1200 or another CPUs or RTUs?

I have power reclosers that support DNP 3, i'm searching for a good solution for that, I see that WinCC v7.4 with DNP driver can be DNP master, but my problem is that I have WinCC advanced V13 exists, so can the TCSB v3.0 with WinCC V13 can be a DNP master instead of WinCC v7.4?

TCSB is a basic solution which supports the Siemens proprietary protocol "Telecontrol Basic". It doesn't support DNP3.
