Cannot establish a connection between PC and HMI and PC and Logo!8 in WinCC V13Sp1U8

same Problem here: No useful documentation for a Starter-Kit.(!!) The Start Welcome Tour  shows "403 Forbidden".

I can not establish a connection between PC - HMI and PC - Logo!8 in WinCC V13Sp1U8. 

• In Logo!Comfort8 the connection is ok.
• The IP of the HMI KTP400 is ping'able.
