CMR 2020 Phone number maximum character length.

Hi there, 

I was in the midst of testing the feature of changing user of the CMR via sms. I am having problem when i use a phone number which is of length "+60xxxxxxxxxx", 13 characters where i receive a reply sms: CHANGEUSER="xxxxxxxx","+60xxxxxxxxxx":No Success

Where as if remove the country code "+6" and key "0xxxxxxxxxx", 11 characters, i get a reply sms: CHANGEUSER="xxxxxxxx","0xxxxxxxxxx":OK

But when i look back in the manual, in the manual it is stated that the maximum characters permitted is 20.

But when i use 13 characters, i am getting message as mentioned above. 

Please advise on what could be the reason for the above to happen.
