comments in the plc program

Comments will not be saved in PLC Code. . So Uploaded back up will not contain any comment or symbol. . However if your CPU Memory Card has enough memory then "Step-7 Archived Back up" can be saved in memory card. .

It is now 21 century and users paying hefty money for these cards have right to use the hardware in full not in less than a %

As Pranav mentionned earlier, whatever space available on the memory card once the PLCprogram is loaded can be used to write files, archives and even drawings for your project. this functionnality has been available since the early days of Step 7 5.x, this FAQ for example dates back to 2007: How can you load projects to a memory card and back again to a PG/PC?
