Compare a VM value with value of a up down counter

I need a sort of solution with a related problem.

Also i want to compare a VM value, but i want to compare it with value of a up down counter. 

If the VM value is higher then the counter value, then output 1

If the VM value is lower then the counter value, then output 2

Maybe someone can help me with this problem.
