the best way is a communication over vpn.

Therefore, you need a vpn remote end on both sides.
For S7-1200, you can use security-cp for example.(CP 1243-7 LTE EU) or a SCALANCE M876.

Is WInCC flex running on PC or Panel? If PC, you can use Softnet Secruity Client as endpoint. If panel, you need a security component like SCALANCE S/M.
