I have a final year project about "Smart SCADA System of Well " by using TIA Portal in addition i want to create an android app for notification .

The question is : 

How can i connect my app with Tia Portal ? is it by OPC server ? or How ?

please help me

Connecting TIA Portal to an App is a pretty broad request. There are many solutions, none of which are trivial. 

1. As mentioned above, use the Snap7 library to poll the PLC, but this would require the app to be actively running and connected to the PLC for notifications.
2. You could use an OPC Server to bridge across to a more mobile friendly protocol, maybe some support some form of HTTP that could use a REST API. Similar to above, the device would need to have the app actively running and polling the OPC Server to get notifications.
3. WinCC supports email for certain events, you could configure this to trigger an IFTTT event which could send a push notification to your device. This might be the simplest solution if internet access is available, and wouldn't require the app to be constantly running.
4. You could configure a Node-RED server on a local PC. It supports active polling of Step 7 PLCs, and can report by exception to send a Web API call to some external service (such as IFTTT) to send a push notification.
5. If you wanted to just view an HMI, if it's V14 and support Sm@rtServer, you can use a generic VNC client on the mobile device.
6. Several remote access gateways (Ewon, Secomea, etc) support SMS or email.

It all depends on what kind of functionality you want, and what your requirements are.
