(WinCC Professional or WinCC Advanced)?

Only in WinCC Advanced RT you can use the Smart Server. If you have WinCC Professional then you can use Server /Client or Webnavigator or a VNC Server (not from siemens)

then you cannot use the Smart Server 

But you can also use a third Parts VNC Solution.

If you want to have a independent Operating possibility then you can use a real Server Cient System or The Webbased Options like WinCC Webnavigator or WebUX 

If you just want to "exchange" Data then you can use also OPC UA for exchanging Tag Data
