Have you tried to turn it off and on again?

have a look in the services your Win7 is running. You will find them in system-control. There is a service that should work, normally automatically, called SIMATIC S7DOS help Service. 

if this solution doesn´t fit, you can try to initialize your interface drivers. See following FAQ:

How do you assign the parameters of the PG/PC interface in general and what is the remedy if the device driver cannot be selected or is not visible?
