convert S5 to S7, FB219

The function FB219 is described in this manual, in chapter 4.2.1 http://support.automation.siemens.com/WW/view/en/1086289 The manual says "Function block FB 219 enables you to enter a physical setpoint and to output a physical actual value". In TIA STEP7, for S7-1200/S7-1500, you will find conversion functions like SCALE_X and NORM-X. They do not exactly the same, but you can try to use them. On the other hand, I guess that you will not have to replace only FB219. You could consider to replace the old loop control by the new PID compact control that offers more engineering comfort than the old blocks.
