If I understand you correctly, you want to know how many digital outputs have 1-signal.

Is that correct?

After every output a AND (Edge) and a NAND (Edge). All AND (Edge) parallel on OR-Blocks and count a counter up. All NAND (Edge) parallel on OR-Blocks and count a counter down.

But then can it be that you become a problem when 2 or more outputs switches on or off at the same cycle.
