I use s7-1200 processor and the module: CP 1243-1 (6GK7 243-1PX30-0XE0 V1.2) 

Can I change IP in the communication processor (CP-1243-1 IEC) using T_CONFIG? 

If I use T_CONFIG and send a new IP to the module led DIAG of the CP1243-1 becomes red and It becomes green only when I restart the system by switching off power.

in manual of TIA  is written:

After execute T_CONFIG to change an IP parameter, the PLC is restarted (only PLC S7-1200 FW V2.0 - V4.1.2).

PLC goes to STOP => Warmstart ==> RUN.

Which firmwae Version of your S1200 PLC do you have?

I think with firmware V4.2 the T-CONFIG should be revised and it should work without any reboot.

But if you have a older Firmware then you have to do the Restart manually.

 CPU V 4.2.1, CP 1243-1 V 1.2.18. After restart CP 1243-1 has ip 0.0.0.0 and it loses it's PROFINET name.

 CPU does not restart automatically, CP 1243-1 led DIAG flashes RED and that is all. After manual restart CP 1243-1 loses IP and Profinet name

indeed I can use this library to change ip adress of the CPU and it works correctly. After changing HW from HW of the CPU to the HW of the CP 1243-1 it does't work. 

Diagnostic buffer says nothing (everything is ok) the status is green. Only LED of the CP 1243-1 flashes red

There is the answer of the technical support: 

"Unfortunately it is not possible to change the IP address of the CP1243-1 IEC (V1.x)  6GK7243-1PX30-0XE0   with T-CONFIG or TC-CONFIG.

With the successor product CP1243-1 (V3.x) 6GK7243-1BX30-0XE0, which has also the IEC functionality, the T-CONFIG can be used to change the IP address.

The CP has no own webpage to connect to.
Only the CPU has a webpage, but there you can not change or set the IP of the CP.

You can set the IP of the CP over DHCP or with a program which is working with the DCP protocol (Primary Setup Tool, Proneta,...). On both cases the CP keeps the IP address only till the next restart."
