Creating a pulse output with variable frequency?

I've done it in the past, by putting a NO contact (lets call it NO1) in series with a TOF and then a TON driving two "solenoids", one for NO1 and one for my output (I could have used the same solenoid, but i put two for clarity). By adjusting the delay times of the two timers I can precisely control both on-, and off-time, and naturally the frequency as well. But this solution feels a little bit non-elegant, to say the least.

Any opinions on how this could be achieved in a better fashion? The frequencies are very low, between 10 Hz (absolutely maximum) and 0.25 Hz.

Edit:I don't actually need a physical output, I just need the pulses internally. Attached is a screenshot of how I solved it. Not elegant at all, but it does work. I am aware that I would be fine using only one instance of the NORM_X and the SCALE_X, but for clarity reasons I put two. I do not know how much it affects PLC performance, but in this project it really shouldn't matter.
