The computer default authorisation parameters deny Local Activation for the COM Server Application (CLSID ...) to the SID NT AUTHORITY \NetWork Service.

The CLSID

{96B2BC2E-7A2A-4152-9937-AE39765B0749} is the SServCF.Exe one.
