Design for control of machine

good day,

I am new in designing controls from scratch would these items be enough and compatible with each others? im trying to automate somewhat of a packer which utilizes incremental encoder and design of hmi for controls and monitoring. what else do I need more. does a standard Ethernet cable work for me to interface it to pg/pc thank you.
