In this technical document (as in most technical information you can find on the subject) they refer to Ethernet as IEEE 802, which is a series of standards that define the requirements (physical and protocols) for the implementation of LANs and WANs. If you are interested in the basis of Ethernet standards, look at this presentation:

The document I proposed at the beginning (Profinet system description) shows a graph explaining the relationship between Ethernet and Profinet: look at the very bottom of the diagram, way down, you will find the IEEE 802 standards as a base for development of Profinet standards, protocols and application profiles.

In OSI model terms, Profinet follows and applies the Ethernet physical layer and data link and transport layers. which means that other Ethernet-based protocols (Modbus/TCP, Ethernet/IP, FTP...) can co-exist with Profinet on the network, which uses Ethernet structured cabling and switches and TCP/IP adressing. Then specific protocols and profiles for Profinet are added and integrated to make Profinet distinct from other applications.
